    A cosmetic product is a personal care product used to improve, protect, clean or alter the appearance of a wide range of cosmetic and personal care applications. Below is a general description of a cosmetic product: 

    Product name: Brand name + Product type (e.g. lipstick, foundation, eye shadow, etc.) 

    Product type: Skin care products: including cleansing products, toners, lotions, creams, essences, masks, etc., designed to cleanse, nourish and protect the skin. 

    Makeup products: including lipsticks, eye shadows, foundations, blushes, eyeliners, mascaras, etc., designed to beautify and modify facial features. 

    Hair care products: including shampoos, conditioners, hair masks, hair oils, etc. for cleansing, nourishing and protecting the hair. 

    Body care products: including body wash, body lotion, hand cream, foot cream, etc., used to clean and moisturize body skin. 

    Sunscreens: including sunscreen, sunscreen spray, etc., used to protect the skin from UV rays. 

    Product Ingredients: Active ingredients: such as vitamin C, vitamin E, hyaluronic acid, nicotinamide, etc., with antioxidant, moisturizing and repairing effects. 

    Base ingredients: such as water, mineral oil, glycerin, silicone oil, etc., which serve as the base of the product. 

    Colors and fragrances: to give the product specific colors and scents to enhance the use experience. 

    Product Specifications: 

    Capacity: ranges from a few milliliters to several hundred milliliters, depending on the type and purpose of the product. 

    Packaging: Different packaging forms such as glass bottles, plastic bottles, flexible tubes and cartons are used. 

    Packaging & Transportation: usually in a beautiful box, which may be fixed with foam or other protective materials inside to ensure safety during transportation.

    When exporting cosmetics by sea, there are a number of regulations and requirements to follow to ensure compliance, which may vary depending on the destination country/region. Here are some key points: 

    1. U.S. Export Requirements: Under the Modernization of Cosmetic Regulations Act of 2022 (MoCRA), cosmetic companies exporting to the U.S. are required to register their facilities (factories) and register their product lists. All companies selling cosmetics in the U.S., the owner/operator of the processing and manufacturing plant must register the facility with the FDA and update the registration information every two years. Product responsible persons are required to register their cosmetic product lists and update them annually, including product name, ingredients, and manufacturing plant information.321 

    2. EU Export Requirements: The EU Cosmetics Regulation (2009/1223/EC) requires that cosmetic products placed on the market should comply with its provisions, including raw materials, labeling claims compliance. The responsible person in the EU must be designated to assume the obligation of compliance, product safety assessment, and product notification through the EU Cosmetics Online Notification System (CPNP). Product Information File (PIF) needs to be prepared and notified before the product is placed on the market 322. 

    3. Product Ingredients: The ingredients of exported cosmetics need to comply with the regulations of the target market countries on banned and restricted substances. For example, the European Union and the United States have detailed lists of banned and restricted substances. 

    4. Labeling and Claims: Cosmetic labels need to comply with the labeling requirements of the target market, including the list of ingredients, net content, country of origin, exposure warnings, instructions for use, etc. 

    5. Safety assessment: Before the product is put on the market, adequate safety assessment must be conducted to ensure that the product is safe and harmless. 

    6. Product testing: Certain countries may require stability tests, microbiological tests or other relevant tests on the products. 

    7. Documentation Preparation: Exporters need to prepare the necessary documentation, such as COA (Certificate of Analysis), MSDS (Material Safety Data Sheet), Product Specification Sheet and so on. 

    8. Packaging and Transportation: Product packaging should meet shipping requirements, including proper marking and labeling to ensure stability and safety during transportation. 

    9. Regulatory agencies: Understand and comply with the requirements of regulatory agencies in the target market countries, such as the FDA in the U.S. and CPNP in the EU. 

    10. Other Requirements: Depending on the specific country/region, there may be other specific requirements, such as Japan has strict control over cosmetic ingredients.
